Purpose: The purpose of this Instruction Memorandum (IM) is to transmit the Interim Recreation Site Data Standard, Domains, and the Recreation Site Data dictionary.
Policy/Action: The Bureau of Land Management (BLM) has initiated a Recreation Mapping Project to provide easily accessible and standardized outdoor recreation maps for the public. This project will ensure that members of the public can go online and access consistent, informative maps of the BLM’s recreation sites with minimal effort. The field should transfer their existing recreation site data to the interim data structure.
An inaugural step in making this information available to BLM and the public is to collect, house, and serve the necessary data with a common structure. The establishment of a sustainable data structure for the BLM is the objective of this IM. An accelerated deployment of this data structure, the “Interim Recreation Site Data Standard,” has been developed in consultation with recreation program specialists. All offices must use this interim standard when collecting and maintaining recreation sites’ data until the full Recreation Site Data Standard is issued later this year.
This interim standard is a foundational part of the full BLM-wide deployment of the Recreation Mapping Project. Data shall be collected by state recreation staff in conjunction with state GIS staff in the provided schema so that it may be replicated into the national geospatial data store at the National Operations Center (NOC).
Timeframe: This policy is effective immediately. The data from the states should be available to the NOC by May 15, 2015.
Budget Impact: Collecting and migrating existing data to the new interim data standard shall be done with existing funding. Each state office is responsible for submitting its own data to the NOC in the interim schema. Each state will also be responsible for the content and quality of the data submitted for use in the mapping project, and for its data’s routine update and maintenance. If needed, the NOC will provide technical assistance in converting or extracting existing data and implementing the new interim schema.
Background: The BLM leadership wishes to boost public awareness of our many recreational sites and enhance the visitor experience by providing consistent information about those sites in the form of interactive web maps. This effort must be supported by a robust data foundation beginning with this Interim Recreation Site Data Standard. The Recreation Mapping Project will help establish a common “look and feel” for BLM’s recreation sites and National Conservation Lands. Implementing these consistent data structures will give the public more access to information.
