Subject:           Availability of Revised Bureau of Land Management Forms 4120-6, Cooperative Range Improvement Agreement and 4120-7, Range Improvement Permit

Program Area:  Grazing Administration

Purpose:  This Instruction Memorandum (IM) announces the availability of the renewed Bureau of Land Management (BLM) Forms 4120-6 and 4120-7.

Policy/Action:  All field offices should now use the updated Forms 4120-6 and 4120-7 with a May 2014 edition date and an October 31, 2016 expiration date.  The Office of Management and Budget (OMB) has approved the renewal of these forms with a new expiration date of October 31, 2016.  Dispose of both paper and electronic copies of the previous version of the forms (March 2011).  The updated forms are available in a fillable and savable Adobe Acrobat “portable document file” (.pdf) on the BLM’s External Forms website at http://www.blm.gov/noc/st/en/business/eForms/rangeland.html.

Timeframe:  This IM is effective immediately. 

Budget Impact:  None

Background:  Forms 4120-6 and 4120-7 are used to document agreements and responsibilities for constructing and maintaining range improvements.  Form 4120-6 is used to document cooperator contributions toward the installation, use, maintenance, and/or modification of permanent range improvements.  Form 4120-7 is used to authorize grazing operators to install, use, maintain, and/or modify removable or temporary rangeland improvement projects.  Under 43 CFR 4120.3-1(b), the BLM requires that an operator enter into a Cooperative Range Improvement Agreement, or obtain a Range Improvement Permit, before installing, using, maintaining, and/or modifying a range improvement.
