Program Areas:  Oil, Gas, and Geothermal Operations.

Purpose:  This Instruction Memorandum (IM) instructs the State Directors to review the Division of Fluid Minerals (WO-310) – Environmental Best Management Practices, Interim Reclamation, Internal Control Review (ICR) report. 

Policy/Action:  Please review the findings and recommendations contained in the draft Environmental Best Management Practices, Interim Reclamation Report and provide comments and recommended edits in Track Changes format to Jim Perry, WO-310.

Timeframe:  Please submit comments and edits by April 23, 2010.

Budget Impact:  None. 

Background:  WO-310 conducted a focused ICR of the Fluid Minerals program implementation of Interim Reclamation Best Management Practices in Fiscal Year 2009.  As part of the ICR, review teams headed by personnel from the Washington Office (WO) visited selected field offices in New Mexico, Utah, and Wyoming.  The Interim Reclamation ICR was a follow-up to the 2008 BMP Self-Assessment and the 2005 Government Accountability Office (GAO) report entitled OIL AND GAS DEVELOPMENT: Increased Permitting Activity Has Lessened BLM’s Ability to Meet Its Environmental Protection Responsibilities (GAO-05-418).

Manual/Handbook Sections Affected:  None.

Coordination:  Preparation of this IM was coordinated with the Wyoming State Office and the Washington Office Division of Fluid Minerals.
