Subject:           Transmittal of Revised Departmental Donations Policy and New Donor Certification Form; Availability of New Online Training on Donations Policy

Program Areas:  Partnerships, Acquisition, and all Resource Programs.

Purpose:   To transmit the Departmental Manual Section 374 DM 6, “Donations,” and new Donor Certification Form DI-3680, and to announce the availability of the Department of the Interior (DOI) University online Course 2611, “Donations Policy Overview.”  The manual section, the new form, and information on the new training course are included with this Instruction Memorandum (IM) as a compiled attachment.

Policy/Action:  The attached Departmental policy should be adhered to by all Bureau personnel involved in partnerships, the Bureau of Land Management (BLM) Volunteer Program, and most other programs or organizational relationships in which donations of money or goods might be offered to BLM.  (Please note the exceptions listed under Section 6.3 B. of the attached policy.)  Donors are strongly encouraged to complete the attached Donor Certificate Form.  Though optional, these forms make it easier to determine the context of a gift.  In addition, all BLM employees involved with partnerships and/or donations are encouraged to take advantage of the new online training course, “Donations Policy Overview,” which is available free of charge through DOILearn (https://www.doi.gov/doilearn).

The BLM will operate under the terms of the Departmental policy while Bureau guidance is under development. 

Time Frame:  Effective immediately.

Budget Impact:  Minimal.

Manual/Handbook Sections Affected:  Manual Section MS-1510, “Acquisition;” Handbook H-8362-1, “Working With Cooperating Associations.”
