Purpose: This Instruction Memorandum is pursuant to IM-2009-059, entitled “Request for National Inventory of Information Technology Contracts.†The purpose of this Instruction Memorandum (IM) is to establish a baseline of all Bureau of Land Management (BLM) Information Technology (IT) contracts for goods and services. The baseline will provide a defined inventory of IT contracts and update the Office of Management and Budget (OMB) Exhibit 300 Part 1, Section C: Acquisition/Contract Strategy (All Capital Assets).
Policy/Action: The action requested is for the Director of the National Operations Center (NOC), State Directors, and Assistant Directors to conduct an inventory of all Information Technology (IT) contracts under their respective control. The goal of this action is to establish acquisition life-cycle best practices that support significant cost efficiencies in IT contracting.
Time Frame: Attachment 1 provides an Excel template for your submission of IT contracts under your Directorate, State, or Center. Please submit the completed inventory, via e-mail, to Theresa Coleman, Chief, Division of Investment Management at Theresa_Coleman@blm.gov, no later than Friday, July 31, 2009.
Budget Impact: None.
Background: In June of 2008, BLM kicked off an initiative to establish best management practices for IT acquisitions. This effort, aligned with the Managing for Excellence (M4E) Initiative, called for three activities:
An inventory of existing IT contracts
A review of existing IT acquisition business practices
Compilation of information on industry and government acquisition best practices.
