Technology (IT) Investments DD: 01/23/2009

Program Area: Information Technology Investment Management

Purpose: This Instruction Memorandum establishes a due date for the Fiscal_Year 2009 Annual Operational Analysis (OA).

Policy/Action: System Owners of National-level IT investments (Majors and Non-Majors) in the Evaluate Phase (Attachment 1) are responsible for ensuring an OA is performed annually to assess and document the investment’s:
Continued alignment with mission, strategic goals and objectives of the BLM;
Effectiveness in supporting business needs and end-user satisfaction;
Cost effectiveness for continued operations and maintenance;
Opportunities for technological enhancement; and
Potential for consolidation, retirement or replacement
Results of the analysis are to be captured in the Operational Review Template
(Attachment 2) and submitted to Sayed Naved, Project Manager Division of Investment Management, by e-mail. All costs associated with conducting an OA should be planned and included in the annual operations and maintenance costs for each IT investment.

Timeframe: Please submit the OA to sayed_naved@blm.gov, by Friday, January 23, 2009.

Budget Impact: None.

Background: The Office of Management and Budget (OMB) requires that all Steady State (Operations and Maintenance) projects/systems be reviewed annually to document the continued effectiveness in supporting mission requirements and minimize the cost of asset ownership. Performing OA is a key practice within the GAO’s IT Investment Management maturity model and the results of OA are reported to OMB each year.
