Subject: Review of Lessons Learned, Kim Family Incident

Program Area: Public Safety, Transportation Management

Purpose: The purpose of this Instruction Memorandum (IM) is to direct all states to review the Management Review Report and the related Lessons Learned document related to the Kim Family Incident.

Policy/Action: For the purpose of public safety and transportation management in the BLM, State Directors are instructed to review the documents mentioned above and determine if there is application of the lessons learned within their state. The documents are available on the Web: http://www.blm.gov/or/news/announcements.php

Public safety is the number one priority in the Bureau. This tragic incident has highlighted the importance of the need to maintain a focus on public safety issues and concerns. Accordingly, each State Director should review the lessons learned identified in the Management Review Report and take appropriate steps to continue to reduce public safety risks on public land.

Timeframe: Effective immediately.

Background: This incident that resulted in a fatality occurred in southwestern Oregon in late November 2006, when the James Kim Family became lost, then stranded, on the BLM Galice Access Road.

The BLM Oregon/Washington State Director initiated an internal review related to road and gate management in Southern Oregon. The Management Review Report and Lessons Learned are results of that Review.

Budget Impact: Minimal.
