Subject: Performance Ratings for Fiscal_Year (FY) 2008 Close-Out and FY 2009 Planning
The rating cycle for FY 2008 ended September 30, 2008. The Employee Performance Appraisal Plan (EPAP) is used to document the rating of record. A narrative summary for critical and non-critical performance elements are required for ratings of Exceptional, Minimally Successful, or Unsatisfactory. The rating official and reviewing official if applicable, should each sign and date part D of the EPAP. Once that is completed, rating officials should discuss the summary ratings with their employees and obtain the employees signature to indicate receipt of the EPAP. If an employee refuses to sign the EPAP, please notate the original copy of the EPAP. Also, employees who wish to dispute their EPAP rating may do so as indicated in DOI’s Performance Appraisal Handbook, 370 MD 430 (http://www.doi.gov/hrm/guidance/370dm430hndbk.pdf).
Rating officials should keep a copy of the completed EPAP for their files, provide a copy of the completed and signed form to the employee, and send the original to the servicing Human Resources Office within 60 days of the end of the rating period for filing in the employee’s performance folder.
Performance plans for the FY 2009 rating cycle must be in place no later than December 1, 2008, or 60 days after the end of the employee’s rating cycle. The DI 3100, EPAP for non-supervisory employees dated September 2007 is available for your use as you establish the performance plans for FY 2009. Supervisory employees must use the DI 3100S, Supervisory EPAP, dated September 2006 and available at the following link: http://www.doi.gov/hrm/guidance/di-3100s.pdf. All previous editions of Form DI 3100 and DI 3100S are no longer in use.
