Utah Coal Data - Lease Modifications and Lease Applications
The BLM maintains records of pending competitive lease and noncompetitive lease modification applications and lease and lease modification sales during the year. This table provides information about each individual Lease by Application (LBA) or lease modification application (LMA). Specifically, this summary provides a short chronology of the application with information about the public participation process, environmental analysis, hearings, decisions, coal quantity and quality, and the results of the competitive LBA or noncompetitive LMA sale. Click on the link in the summary to access the published fair market value (FMV) information. To review the FMV determination process, please see the publicly available 3073 - Coal Evaluation Handbook and Manual found on the BLM Information Resource Management websites. All documents made available to the public do not contain confidential business information, which is withheld pursuant to the Freedom of Information Act exemption 4, 5 U.S.C. § 552(b)(4).

In support of the Administration’s priorities of making America safe through energy independence and putting America back to work, the BLM-Utah held a competitive sale of federal coal on approximately 2,114 acres 30 miles south of Panguitch near Alton, Utah. The tract contains approximately 40.9 million tons of in-place coal and an estimated 30.8 million tons of recoverable coal. The BLM held a bid opening at the Utah State Office on November 28, 2018. The apparent high bidder and only bid received, Alton Coal Development LLC, placed a bid of $12,320,000.
A coal bid review panel convened Thursday, November 29, and provided its recommendation to BLM-Utah State Director Ed Roberson. Following the state director’s decision, BLM-Utah sent a letter to the Department of Justice (DOJ) on November 30, initiating a 30-day review to conduct an anti-trust review of the bidder’s coal holdings. The BLM may issue the lease following the DOJ review.
