LAS VEGAS – The Black Mountain Golf and Country Club (BMGCC), a non-profit corporation that holds a patent on 140 acres of public land in Clark County, Nevada under the Recreation and Public Purposes (R&PP) Act, has applied to the Bureau of Land Management (BLM) for a direct sale of the reversionary interest in its R&PP patent. The BLM Las Vegas Field Office seeks public comments on the proposal, which will be accepted until September 20, 2018.
The purpose of the non-competitive direct sale is to provide for the orderly disposition of public lands at not less than the fair market value and to transfer fee title to BMGCC. The sale would dispose of the reversionary interest, which represents certain restrictions and conditions that would otherwise prevent the BMGCC from using the land for other purposes. A direct sale of the reversionary interest would give BMGCC fee title and allow it to use the land for other purposes; the parcel would no longer be subject to the reservations and conditions of the R&PP Act. The land, which is located in a residential area, is not needed for a Federal purpose and the United States has no present interest in the property. If the BLM sells the reversionary interest to the BMGCC, it will divest the BLM from any responsibility or liability related to the property.
This non-competitive direct sale would be consistent with the BLM Las Vegas Resource Management Plan and the Record of Decision approved on October 5, 1998. The BLM has the authority to sell and release the reversionary interest under Sections 202 and 203 of the Federal Land Policy and Management Act.
The Notice of Realty Action for the sale published in the Federal Register on August 7, 2018.
