BLM seeks comments for an expanded land disposal area adjacent to the Spring Mountain Raceway, LLC, in Pahrump

LAS VEGAS — The Bureau of Land Management (BLM) proposes to amend its Resource Management Plan (RMP) to expand the disposal boundary in Pahrump, Nevada, by approximately 621 acres adjacent to the Spring Mountain Raceway, LLC. The BLM invites the public to comment on issues to be evaluated in its Environmental Assessment. Should the RMP be amended, the BLM proposes to dispose of the 621 acres through two modified competitive sale events.
Spring Mountain Raceway, LLC, has been identified as the designated bidder for these parcels. The company is interested in modifying the disposal boundary so that they may expand their adjacent business and develop the longest racetrack in the world.
“The BLM strives to be a good neighbor in the communities we serve and we look forward to receiving input from the public on this important proposal,” said Deborah MacNeill, BLM Pahrump Field Office Manager.
A 30-day public scoping period for the planning initiative, and a 45-day public comment period on the proposed sale of public land opened July 30, 2018 and will close August 28, 2018, and September 12, 2018, respectively. If the RMP amendment is approved, two modified competitive sales for not less than the appraised fair market value are anticipated to take place. Approximately 68 of the 621 acres under consideration require cadastral survey.
The BLM proposes to dispose of approximately 553 acres in phase one, and the remaining 68 acres in phase two after the survey is completed. The phase-one sale would occur in the fall of 2018, and the phase-two sale would occur in the summer of 2019.

Publication of the Notice of Intent/Notice of Realty Action invites public comment on the proposed RMP amendment and two sales of public land. The publication also segregates the subject lands from all appropriations under the public land laws, including the general mining laws and from the mineral leasing and geothermal leasing laws, except sale under the Federal Land Policy and Management Act, subject to valid and existing rights.
Until the two sales are completed, the BLM is no longer accepting land-use applications affecting the parcels identified for sale. However, land-use applications may be considered after completion of the two sales if the parcels are not sold. There are currently no mining claims in the area proposed for identification as suitable for sale. The United States will retain all mineral rights.
Once drafted, the EA will be available for public review at the BLM Pahrump Field Office and online at https://go.usa.gov/xn7nT. Interested parties may submit written comments regarding the proposed two sales and the draft EA.
Sealed bids for the phase one modified competitive sale may be mailed or delivered to the BLM Pahrump Field Office, at the address above, beginning January 10, 2019. Sealed bids must be received no later than 4:30 p.m. Pacific Time, January 17, 2019. The BLM will open the sealed bids for the phase one sale on January 18, 2019, at the BLM Pahrump Field Office at 10 a.m.
Sealed bids for phase two may be mailed or delivered to the BLM Pahrump Field Office, at the address above, beginning August 16, 2019. Sealed bids must be received no later than 4:30 p.m. Pacific Time, August 23, 2019, in accordance with the sale procedures. The BLM will open the sealed bids on August 30, 2019, at the BLM Pahrump Field Office at 10 a.m.
