BLM Announces Wayne County Coal Lease Sale

The Bureau of Land Management Eastern States today published in the Federal Register a Notice of Coal Lease Sale for two parcels totaling 13,075 acres located near East Lynn Lake in Wayne County, WV.In cooperation with the U.S. Army Corps of Engineers (USACE), the West Virginia Division of Natural Resources, and the Office of Surface Mining, the BLM prepared a Land Use Analysis (LUA) and Environmental Impact Statement (EIS) that disclosed to the public direct, indirect, and cumulative environmental impacts of issuing Federal coal leases in USACE's East Lynn Lake project area. The Record of Decision (ROD) for the Final LUA/Final EIS for the two leases by application (LBAs) was approved by the Eastern States Director on March 15, 2013.The competitive leasing process is now open to all qualified bidders. Any successful proposals will undergo geological study and risk assessment analysis before any operations could begin. If a lease is issued, the lessee will submit a detailed mine plan for approval by the Office of Surface Mining, the U.S. Department of Labor Mine Safety and Health Administration, and the State of West Virginia.Sealed bids must be received before 10:00 a.m. EDT on December 4, 2014; they may be hand delivered or mailed to: BLM Eastern States Office, 20 M Street SE, Washington, DC 20003 Attn: Davida Carnahan, WS 9204.
