Subject:  Land Use Allocation for Resource Management Plans for Western Oregon Data Standard

This instruction bulletin (IB) establishes the Oregon/Washington spatial data standard for Land Use Allocation (LUA) for Resource Management Plans for Western Oregon (RWO) (see attached data standard document). The data standard defines how this type of data is to be captured in a Geographic Information System (GIS), attributes used, and coding schemes (domains).  The data has been added to the corporate spatial data system and is available for display and analytical purposes by all users.

The LUA_RWO dataset represents spatial location and basic information about land use allocations on Bureau of Land Management-administered lands in western Oregon, as defined in the Northwestern and Coastal Oregon Record of Decision/Resource Management Plans (RMP) and the Southwestern Oregon Record of Decision/RMP.  Land use allocations are spatially explicit area locations identified in a land use plan depicting the activities and foreseeable development that are allowed, restricted, or excluded based on desired future conditions. Each land use allocation has accompanying management objectives and directions described in the corresponding RMP.

This data standard is effective immediately and is to be followed for all LUA RWO geospatial data, as specified in the data standard document.

The draft data standard was issued for internal review and comment under a previous IB. To see comments and responses to that IB, contact Eric Hiebenthal, State Data Administrator, at 503-808-6565, or by email at ehiebent@blm.gov.

Questions about the data standard can be directed to Richard Hardt, State Data Steward for Land Use Allocation RWO, at 541-683-6690; Craig Ducey, GIS Technical Lead, at 503-808-6314; or Eric Hiebenthal, State Data Administrator, at 503-808-6565.

Districts with unions are reminded to notify their unions of this IB and satisfy any bargaining obligations before implementation.  Your servicing Human Resources Office or Labor Relations Specialist can provide you with assistance in this matter.
