Subject: Transmittal of WO IM No. 2011-074 with NSO Guidance on Fiscal Year 2013 Land and Water Conservation Fund (LWCF) Project Submissions

Program Area: Lands and Realty

Purpose: This Instruction Memorandum (IM) establishes procedures for Nevada District/Field Offices to submit land acquisition proposals that meet the stringent LWCF criteria established by the WO under IM No. 2011-074 found at: http://www.blm.gov/wo/st/en/info/regulations/Instruction_Memos_and_Bulletins/national_instruction/2011/IM_2011-074.html.

This IM also conveys the Nevada State Director’s decision that Nevada BLM will only be submitting one (1) LWCF Proposal for FY2013. The Deputy State Director for Natural Resources, Lands & Planning will review and select the proposal that has the most potential to compete and succeed for funding at the national level.

Background: Over the past 10 plus years BLM Nevada has primarily completed the acquisition of private lands holding significant resources through funding acquired by the sale of public lands through the Southern Nevada Public Lands Management Act (SNPLMA) and the Federal Land Transaction Facilitation Act (FLTFA). Since FLTFA was not reauthorized and SNPLMA sales are almost non-existent at this time, very little Nevada based revenue is being generated for the acquisition of private lands holding high resource value lands.

LWCF is a way for BLM Nevada to potentially obtain national funding to continue acquiring high resource value lands.

Policy/Action: Offices interested in competing statewide for the opportunity for their project to be submitted for LWCF funding, must complete the requirements outlined in the above WO IM and submit the complete package electronically to Mary Figarelle, Lands & Realty Program Lead, no later than close of business April 1, 2011.

Time Frame: This IM is effective immediately.
