Subject: NV Guidance for Contractor Access to ePlanning

Program Area: 1610 - Resource Management Planning

Purpose: Provide guidance to NV Districts for NEPA Contractors using ePlanning.

Policy/Action: Provide detailed guidance for the process to establish the appropriate environment and alternatives for contractors preparing an ePlanning document for the Nevada Bureau of Land Management (BLM) while working on the BLM network.

Timeframe: Effective immediately.

Budget Impact: None.

Background: The 2010 Annual Work Plan (AWP) requires all new FY 2010 planning starts use ePlanning when developing an RMP. In addition, BLM Nevada began deploying ePlanning for NEPA in FY2009. Many of the larger Planning and NEPA documents undertaken by BLM Nevada are completed by contractors and that will continue to be the case as ePlanning for NEPA is deployed across the state. The National Operations Center (NOC) has provided guidance for some of the Homeland Security Presidential Directive 12 (HSPD-12) background security requirements for contractors to access the ePlanning system. However, these requirements do not contain detailed guidance for the HSPD-12 process, or information about the requirements for setting up a PC and the operating environment to enable a contractor to work in ePlanning.
