The National Off-Highway Vehicle Conservation Council (NOHVCC) is conducting two workshops in Tonopah, Nevada, June 18-20, 2004.
The first workshop is targeted primarily at Federal land managers and resource specialists responsible for managing OHV use on public lands, and will take place on Friday, June 18. The purpose of this workshop is to help create a better understanding of the OHV public’s needs and desires, to examine environmental issues surrounding OHV activity, to encourage collaborative management efforts, to share more effective ways to manage OHV recreation, and to improve the planning, design, and maintenance of OHV facilities, trails, and trail systems.
The second workshop will take place on Saturday, June 19, and Sunday, June 20. It will consist of a facilitated workshop for OHV recreationists and businesses, with invited guest representatives from local, State and Federal government land management and economic development interests. This portion of the workshop will concentrate on crafting a bill for consideration by the Nevada Legislature that would create a State OHV Program. While most western states currently have some form of OHV Program, Nevada does not have one at this time. Such programs are funded in various ways, usually through OHV registration fees, dedication of a portion of State fuel taxes, or a combination of the two. These funds are then used for various OHV management activities throughout the State, often including grants to Federal agencies for OHV-related management on public lands.
While it is imperative that the BLM in Nevada remain neutral with respect to a bill that might create an OHV Program for the State, it also is important that we provide expertise and leadership in contributing to a long overdue discussion on OHV-related issues.
The target groups for the first workshop are Outdoor Recreation Planners and Managers responsible for OHV management in their Field Offices. Each Field Office may nominate up to two individuals to attend this workshop. Each Field Office may also nominate one person to attend the second workshop. It is anticipated that no more than five individuals will be selected to attend this second public workshop. Their role will be to provide information and expertise, if requested, on OHV-related public land use issues.
The Nevada State Office (NV-930) will cover the registration and per diem costs for participants. Please submit your nominations, including position titles, no later than May 7. Draft agendas for the workshops are attached. Registration forms, talking points, and information about making room reservations will be sent to you once all nominations have been received.
I would like to encourage your attendance at this workshop. OHV use in Nevada has exploded over the past few years and it is vital that we work to develop a coordinated, collaborative approach to its management on public lands. It is extremely important that appropriate Nevada BLM personnel are closely involved in this effort.
