Instruction Memorandum 2004-093 is attached regarding the National Scenic and Historic Trails Workshop. This first-of-its-kind workshop involves Bureau of Land Management (BLM) staff in development of guidance for the National Scenic and Historic Trails Program. For Nevada BLM, these important resources include the California, Pony Express, and Old Spanish National Historic Trails. The American public is keenly aware of these trails for education, historical awareness, and recreation. Nevada BLM has close working relationships with partnership groups for each of these trails.
Participant selection for Nevada BLM is based on EMS Transmission 5-6-02, prepared in response to Washington Office 1M 2002-147, which called for establishment of a BLM-wide trail contact system. In anticipation of the workshop, the Nevada BLM list of contact persons was updated in October 2003 as a result of changes in personnel and duty assignments. The invitation list was extended to include managers participating in the workshop as well.

Invitations were issued in early February and provide access to an on-line registration system. An asterisk denotes a Nevada BLM person registered for the workshop as of February 6, 2004.
National BLM response from the first round of invitations has been moderate. Invitations subsequently were issued to a previously determined second tier of potential participants, with the intent of reaching the desired minimum number of participating BLM persons before the registration deadline of February 13, 2004. Other Nevada BLM personnel include:

I join with the Director to encourage attendance at this meeting. We want to ensure that appropriate Nevada BLM personnel are closely involved in development of guidance affecting the management and the future of these resources in the context of multiple land use. However, we must also consider the limited travel funds available to us. We need to take a coordinated approach to determining Nevada BLM's participation in this workshop. I am asking each Field Manager to consider their personnel on this list and whether resources are sufficient to support costs of travel and per diem. Brian Amme, as Acting Deputy State Director, and Tom Burke, Nevada State Office National Historic Trails Contact Person, will be contacting you (or a designee) next week to discuss a coordinated approach to determining attendance from Nevada BLM.
