Subject: Orientation Workshops on Land Disposals for Affordable Housing
The Bureau of Land Management (BLM) Nevada State Director has been delegated the authority to issue Interim Guidance on the policy and provisions for the implementation of Section 7(b) of the Southern Nevada Public Land Management Act of 1998 (SNPLMA). Pursuant to Section 7(b) of SNPLMA, BLM, in consultation with the Department of Housing and Urban Development (HUD), and in accordance with Section 203 of the Federal Land Planning and Management Act of 1976 (43 U.S.C. 1713) (FLPMA), may make available for disposal only to State or local governmental entities, including local public housing authorities, land in the State of Nevada at less than fair market value. BLM is authorized under Section 7(b) of SNPLMA to place terms or conditions on such disposals as determined for affordable housing purposes.
The issuance of the Nevada Interim Guidance on Policy and Procedures for Affordable Housing Disposals under Section 7(b) of SNPLMA will be discussed specifically at the November 18th meeting in Reno and November 20th meeting in Las Vegas shown below. All Nevada Field Managers and their staff whom may process such land disposals are encouraged to attend. Field Managers may invite local government representatives involved with local affordable housing responsibilities in their administrative jurisdictions to attend. These are not “open” meetings for the public. Representatives from HUD will be responsible for inviting public housing authorities. BLM has invited representatives from the State of Nevada with affordable housing opportunity responsibilities to attend.
