Subject: New Mexico State Office (NMSO) Visitor Access and Building Security Policy
Program Area: Space Management.
Purpose: Implement a Visitor Access and Building Security Policy for the NMSO facility at 301
Dinosaur Trail, Santa Fe, New Mexico.
Policy/Action: Visitors accessing the secured areas of this facility will be issued a visitor badge,
unless they have an activated DOIAccess Card. The visitor badge or DOIAccess Card must be
visibly displayed on their person while in the building. Visitors gaining access to secured areas
must complete the Visitor Log by providing their name and showing their identification to the
receptionist. When visitors leave the building, they must exit through the front doors. The visitor
will return the visitor badge to the receptionist and sign out on the Visitor Log.
Described below are four different visitor situations that are most likely to occur in this facility.
Also described are the types of badges required for all individuals allowed access to secured
areas.
Visitor A: Visitor A is not required to wear a badge. Visitor A only has access to non-secured
areas (the Public Lands Information Center and public restrooms). Visitors to the Public
Research Area will be required to sign in and out of the Visitor's Log.
Visitor B: All other visitors who do not have a DOIAccess Card and are meeting with
employees in the building including secured areas and conference rooms will be issued a visitor
badge. Visitors must be escorted by an employee at all times while in a secured area.
Visitor C: Department of the Interior employees who have a DOIAccess Card are required to log
in and out of the Visitor Log, but will not be issued a visitor badge. Their DOIAccess Card will
be activated by the Facility Manager for the NMSO building for employees who may be here for
short term visits. Employees who are here on a detail are not required to sign in. DOI employee
visitors are not required to be escorted.
Visitor D: Department of the Interior employees with an inactivated DOIAccess Card or without
a DOIAccess Card will be issued a temporary badge. A temporary building access code will be
issued by the Facility Manager. Department of the Interior employees are not required to be
escorted; however, these employees must sign in and out
on the Visitor Log daily.
The Visitor Log will be maintained properly including ensuring all information blocks are filled
out for each visitor. The employee staffing the front desk will take the Visitor Log with them in
case of an evacuation. This is to ensure all individuals in the building are accounted for. The
Visitor Log form and similar procedures must be implemented at all offices within the Bureau of
Land Management (BLM) NM/OK/TX/KS.
Supervisors are responsible for informing their employees of this Policy.
Security is everyone's responsibility and this is for our safety.
Timeframe: Immediately.
Budget Impact: None.
Background: This Instruction Memorandum (IM) is local policy created from Instruction
Memorandum No. 2009-189, Homeland Security Presidential Directive 12 (HSPD-12)
Background Investigations and DOIAccess Cards for BLM Contractor Employees and Other
Affiliates. Form NM-1100- 1, Visitor Log, (January 2016) will be used.

Coordination: This IM was developed in coordination with the Facility Manager, receptionist's
supervisor, the State Privacy Act Officer, and BLM Law Enforcement employees.
