Subject: Draft Programmatic Agreement Implementing the National Historic Preservation
Act (NHPA) DD: 10/22/10
Washington Office has issued Instruction Memorandum (IM) No. 2010-194 and provided a copy
of the revised national Programmatic Agreement (PA) for field comment. Earlier this year
Wyoming commented on the draft PA provided through WO IB 2010-037. This IM is
requesting formal comment from the Field Offices. Comments have also been solicited from
tribal leaders and the State Historic Preservation Offices, as well as other parties who provided
comments on the draft PA revision strategy. Once executed, the revised PA will establish
updated guidance to BLM on its alternative NHPA Section 106 compliance process.
Please review the attached document and provide comments to Ranel Stephenson Capron,
Deputy Preservation Officer, by October 22, 2010. If you have any questions, please contact
