Purpose: This Instruction Memorandum (IM) revises the Arizona Cost Recovery Fee Schedule to include two new cost recovery items for sale through the Bureau of Land Management (BLM) Public Rooms.
The first item is the “America the Beautiful - The National Parks and Federal Recreational Lands Pass” program. The new interagency recreation passes replace the Golden Eagle, Golden Age, and Golden Access Passports, which are now obsolete. (Note: Existing passports issued prior to January 2007 remain valid and in effect until expired, lost, or stolen.)
The second new cost recovery item is a Digital Versatile Disk (DVD) produced by the Cadastral Survey Office. This DVD contains current Geographic Coordinate Data Base (GCDB) data that covers the entire State. The DVD contains shape files, flat files, and documentation.
Policy/Action: All Arizona offices are to adopt the attached revised cost recovery fees in the Arizona Cost Recovery Fee Schedule (Attachment 1) and the sample lists for posting (Attachment 2). The fee schedule has been revised to include both the interagency recreation passes, as listed below, and the Cadastral Survey DVD. All other Arizona rates for the sale of products or services to the public remain unchanged.
- Interagency Annual Pass: Replaces the Golden Eagle Passport, National Parks Pass, and National Parks Pass with Golden Eagle Hologram.
- Senior Pass: Replaces the Golden Age Passport.
- Access Pass: Replaces the Golden Access Passport.
- Volunteer Pass: New annual pass issued to a volunteer in exchange for performance of significant volunteer services.
Timeframe: Effective immediately.
Background: In December 2004, Congress passed the Federal Lands Recreation Enhancement Act (REA), Public Law 108-447, which authorized a new interagency recreation pass program to replace the Golden Eagle, Golden Age, and Golden Access Passports, and the National Parks Passes. The new “America the Beautiful – the National Parks and Federal Recreational Lands Pass” program became effective in January 2007.

The new DVD was produced by the Cadastral Survey Office as an alternative method to provide current GCDB data to the public.
