Subject: Radio Infrastructure - BLM Radio Electronic Site Standards Committee

Purpose: The purpose of this Instruction Memorandum (IM) is to establish the BLM Radio Electronic Site Standards Committee (RESSC) and update the BLM Manual to require that changes to the standards adopted by BLM for radio electronic sites be prepared by, reviewed and approved by this committee.
Policy/Action: The following actions must occur in order to comply with the Department of the Interior (DOI), Office of the Chief Information Officer (OCIO) Directive 2009-008, and Department of the Interior Radio Communications Site Standards.
Assistant Directors: The Assistant Directors (ADs) for the above Directorates shall appoint suitable and qualified candidates to serve on the RESSC. Service on the RESSC is a co-lateral duty for the candidates who are assigned. The details of the roles, responsibilities and duties of those who serve on this committee are spelled out in the attached RESSC Charter, By-Laws and briefing papers.
RESSC Candidates: Those candidates who are nominated and who accept nomination to serve on the RESSC shall immediately report for virtual duty and begin organizational and planning activities for the RESSC. This will include electing the Chair, Vice Chair and Recorder for the RESSC from among the candidates serving thereon. The RESSC members shall participate fully in all duties and assignments associated with this position and shall manage their personal workload such that RESSC duties are routinely accomplished. Service on the RESSC is an honor and reflects on both the character and technical abilities of all who serve.
RESSC Candidates and Assistant Directors: Nominate BLM employees to fill vacant positions on the RESSC which may occur from time to time. Also, ensure that the RESSC is incorporated into the affected portions of the BLM manuals in a timely way.
Timeframe: This policy/action shall become effective when signed.
Budget Impact: None.
Background: In order to ensure that the requirements of the DOI OCIO Directive 2009-008 are faithfully incorporated into BLM design, operations and realty practices, and that the subject standards are complete, accurate and up-to-date, the RESSC has been established. BLM Radio Site Standards have been promulgated in the past on an ad-hoc basis. In order to ensure that these standards are effectively implemented, kept up to date, and that they address relevant and important issues within the BLM operations programs, it is necessary that a committee is formed by a cross-section of the affected programs to review and manage the standards setting process. It is also equally important that said standards are uniformly applied throughout the BLM, as required by DOI OCIO Directive 2009-008.
Manual/Handbook Sections Affected: The National Radio Communication Division will incorporate the policy in this IM into the BLM 1292 Radio Communications Manual and the 1292-3 Radio Site Facilities Handbook, which is currently under revision. The Engineering Division will incorporate this policy into the BLM 9100 Engineering Manual, and related sub-sections when they are revised.
