Subject: Review of Draft Recreation Permit and Fee Administration Handbook DD: October 11, 2012
Program Areas: Recreation and Visitor Services, National Landscape Conservation System
Purpose: The purpose of this Instruction Memorandum (IM) is to establish a review period and request comments on the draft Recreation Permit and Fee Administration Handbook.
Policy/Action: States are directed to review and submit consolidated comments on the attached Recreation Permit and Fee Administration Handbook. Each state office shall consolidate comments and submit one set of comments for each state using the attached comment form.
Timeframe: Reviewers have 30 days after the issuance of this Instruction Memorandum to review and comment on the draft handbook. Please send your state’s consolidated comments to Judi Zuckert, Recreation and Visitor Services Division, at jzuckert@blm.gov.
Budget Impact: None.
Background: The Bureau of Land Management (BLM) periodically updates the guidance for administration of recreation permits and fees. The draft handbook contains BLM policy guidance for the administration of special recreation permits, recreation use permits, and concessions. It incorporates legislation, instruction memorandums, and other information that was not available when the previous release was prepared. When finalized, it will replace BLM Recreation Permit Administration Handbook H – 2930-1, issued August 7, 2006.

Coordination: Development of this IM was coordinated with the Renewable Resources and Planning Directorate and the National Landscape Conservation System.
