Subject: National Monument and National Conservation Area FY 2011 Reports
Program Area: National Monuments, National Conservation Areas, and Similar Designations
Purpose: To request State Directors to submit a Fiscal Year 2011 Manager’s Report for each National Monument (NM), National Conservation Area (NCA), Outstanding Natural Area, Forest Reserve, and Cooperative Management and Protection Area within the National Landscape Conservation System.
Policy/Action: The manager for each National Monument, National Conservation Area, Outstanding Natural Area, Cooperative Management and Protection Area, and Forest Reserve (collectively, NM/NCA) is responsible for developing a Fiscal Year 2011 report. All reports must follow the guidelines and template provided in the attachment. All components of the Fiscal Year 2011 reports should reflect the status of the NM/NCA as of September 30, 2011. As such, it is “backward-looking” to the activities of Fiscal Year 2011.
The NM/NCA managers should provide other staff, such as State NLCS leads and District Offices, opportunities to review draft versions of each report, as appropriate. State Directors must review and approve each report. Reports should be of the quality that can be shared with the public. Upon State Director’s approval, NM/NCAs and State Offices are encouraged to post Section 508 compliant PDF versions of the reports onto their public websites. The Washington Office (WO) intends to make these reports available on the national Bureau of Land Management (BLM) website as well.
Time Frame: Managers should complete the reports to allow for State Director’s review and approval. Each State Director-approved report must be posted to the WO NLCS Reports SharePoint site no later than 90 days after the release of this Instruction Memorandum.
Budget Impact: Negligible.
Background: The WO has requested annual managers’ reports every year since 2006. These reports serve as excellent tools for NM/NCAs, State Offices, and the WO to share a crucial part of the BLM’s mission internally and with external stakeholders. These reports provide the WO with relevant, accurate, and on-hand information about each NM/NCA and dramatically reduce the need for otherwise frequent additional data calls. The information in these reports is used to develop guidance and budget documents and respond to ad hoc requests for information, and have won wide acclaim from members of the interested public.
