Subject:           Update to Bureau of Land Management (BLM) Letterhead

Program Area:  Communications

Purpose:  This Instruction Memorandum (IM) describes the new standards for BLM preprinted and on-demand laser printer generated letterhead.  Letterhead is the official form of stationery for BLM correspondence and similar material.

Policy/Action:  The BLM is updating official Agency letterhead to incorporate the modified-triangle emblem and discontinuing the use of the Take Pride in America logo, per Department of the Interior direction.  Appropriate design elements have been included for consistent and easy recognition.

The following specifications are now in effect for BLM letterhead:

  • The official seal of the Department of the Interior will be 1 inch (2.54 cm) in diameter and appear in the upper left corner of the page, one-half inch (1.27 cm) from the top, and three quarters of an inch (1.905 cm) from the left side.
  • The 1-inch high BLM emblem will appear in the upper right corner of the page, ½ inch (1.27 cm) from the top and ¾ inch (1.905 cm) from the right side.
  • The standard heading, “United States Department of the Interior,” will be centered on 8 ½ inches (21.59 cm), left to right in one line, and should be the top line.  It will be set in Times Roman, upper and lower case, 18-point font, and positioned ¾ inch (1.905 cm) from the top of the page.
  • The subsequent line will be two spaces below the DOI heading.  It will contain the heading, “BUREAU OF LAND MANAGEMENT” and it will be set in Times Roman, upper case, centered, and in 10-point font.
  • The following two lines will contain “Washington, D.C.  20240,” and “http://www.blm.gov.”  Both lines will be set in Times Roman, upper and lower case, centered, and in 10-point font.  State Offices should use the same font and size; however, they should replace the Washington-specific information with two or three lines identifying their state offices and websites.
  • The letterhead will be printed with blue (PMS 281) ink on 8 ½ by 11-inch recycled paper per current EPA guidance.
  • To ensure compliance with printing regulations coordinate the procurement of letterhead with a BLM printing specialist.
  • All existing stock of preprinted BLM letterhead should be exhausted before new letterhead is ordered.  On-demand laser printer-generated letterhead should be converted to the new standard immediately.

Timeframe:  This IM is effective upon receipt.

Budget Impact:  The application of this policy will have no impact on the budget.

Background:  Design specifications are based on guidance contained in the Department of the Interior Departmental Manual, 314 DM 6, Letterhead Stationery.
