UNITED STATES DEPARTMENT OF THE INTERIORBUREAU OF LAND MANAGEMENTWASHINGTON, D.C. 20240http://www.blm.gov/December 12, 2011In Reply Refer To:6600 (230) P         EMS TRANSMISSION 12/22/201Instruction Memorandum No. 2012-041Expires:  09/30/2013 To:        All Field Office Officials From:        Assistant Director, Renewable Resources and Planning Subject:          Fiscal Year 2011 Endangered Species Act Annual Expenditure Report and Species of Management Concern Data Call                             DD: 1/27/12Program Area:  Fish and Wildlife Conservation. Purpose: This Instruction Memorandum (IM) transmits the annual request for threatened and endangered species expenditure data. Policy/Action: This data call requires submission of expenditure and accomplishment data pertaining to species listed pursuant to the Endangered Species Act (ESA) for Fiscal Year (FY) 2011.  All Bureau of Land Management (BLM) State Offices must submit this information for FY 2011. This data call utilizes the data management tool developed in partnership with NatureServe and the Colorado Natural Heritage Program (CNHP). We expect that all States Offices have reviewed the instructions for data entry and completed the tutorials offered by NatureServe. In previous years, one individual in each State Office was directed to coordinate the response to this IM. That designee will download an executable file from CNHP’s FTP Server for each Field Office within the State. These files are pre-loaded with the most current information regarding both listed species inhabiting lands administered by each Field Office.  The State Office coordinator will transmit a file, along with the user guide, to each Field Office, and perform a quality control check of the information upon return of the data from the Field Office.Alternatively, the State Office coordinator may elect to enter the required information, if it is available at the State Office. The State Office coordinator will return the completed State file to the CNHP no later than January 27, 2012. The Washington Office (WO) then will transmit the expenditure data to the U.S. Fish and Wildlife Service (FWS) and report strategic plan accomplishment information to the Department of the Interior (DOI). Timeframe: Databases are to be completed and returned to the CNHP no later than January 27, 2012.  With the understanding that this IM would be issued later than usual (due to contractual issues), and aware of the time sensitive nature of this data, States received notification encouraging early coordination with the CNHP starting in October 2011.  It is acknowledged that several dates in the timeline specified below have passed: 

  • November 3, 2011: The CNHP delivers database download instructions, and a user guide to State coordinators. 
  • Web training (primarily for State coordinators) held by November 14, 2011. 
  • November 14, 2011 to December 27, 2011 – Field and District Offices enter their local reporting information. 
  • December 27, 2011:  Local offices have entered their data and delivered to State coordinators. 
  • January 27, 2012:  State coordinators have compiled all local datasets into single statewide dataset and delivered to CNHP. 
  • February 17, 2012:  The CNHP compiles and reviews the statewide datasets into a national dataset and delivers to the WO. 
  • Budget Impact: None.

 Background: Pursuant to the ESA, each Federal agency is required to annually report their endangered species expenditures to the FWS. The BLM is required to annually report its accomplishments against the DOI’s performance measure PIM.2.2.1.0712.  The information needed to respond to these inquiries is not available through the BLM budget systems.  The BLM has contracted with the CNHP to provide support for compilation of the data necessary to meet these requirements. Manual/Handbook Sections Affected: None. Coordination: Directions for completing the expenditure data call are contained in the database User Guides packaged with each State’s executable file. The State Office is responsible for ensuring the accuracy and completeness of the report. Contact: If there are any questions regarding this IM, please contact Kim Tripp, Endangered Species Program, at (202) 912-7237.Signed by:                        Authenticated by:Edwin L.
