Subject:             National Monument and National Conservation Area FY 2010 Reports

Purpose:  To request State Directors to submit a Fiscal Year (FY) 2010 Manager’s Report for each National Monument, National Conservation Area, and similarly designated area within the National Landscape Conservation System (NLCS).
 

Policy/Action:  The manager for each National Monument, National Conservation Area, Outstanding Natural Area, Cooperative Management and Protection Area, and Forest Reserve (collectively referred to as NM/NCA) is responsible for developing a FY 2010 report for each NM/NCA.  All reports must follow the guidelines and template provided in the attachment.  All components of the FY 2010 reports should reflect the status of the NM/NCA’s efforts and accomplishments as of September 30, 2010.

In 2010, managers also completed the NM/NCA Evaluation survey, an important and useful tool that generated large amounts of data.  Much of this information has been analyzed, and the Washington Office plans to use the data collected during the evaluation to alleviate the burden of data calls to the States and the Field.  However, the evaluation cannot replace the Manager’s Report in 2010.  In cases where information requested in the Manager’s Report template was also requested in the evaluation survey, the data reported in the evaluation can be used in the Manager’s Report. 

The NM/NCA managers should provide other staff, such as the State NLCS lead and District Offices, with the opportunity to review draft versions of the report as appropriate.  State Directors must review and approve each report.  The reports should be high quality products and be made available to the public.  Upon State Director approval, NM/NCAs and State Offices are encouraged to post 508-compliant PDF versions of the reports onto their public websites.

Time Frame:  Managers should complete the reports to allow for State Director review and approval.  The NM/NCAs or State NLCS leads must post each State Director-approved report onto the WO NLCS Reports SharePoint site no later than May 30, 2011: http://teamspace/sites-wo/wo170nlc/NLCS/managers_reports/default.aspx   

Budget Impact:  Negligible.

Background:  The WO has requested these reports every year since 2006.  The reports serve as excellent tools for NM/NCAs, State Offices, and the WO to share a critical component of the BLM’s mission with external stakeholders.  The reports also provide the WO with relevant, accurate, and on-hand information about each NM/NCA and reduce the need for additional data calls.
