Subject:           Taylor Grazing Act District Boundaries Data Standard     DD:  11/30/2010

 

Program Area:  Range.

Purpose:  This Instruction Memorandum (IM) transmits the Bureau of Land Management’s data standards for mapping and recording digital geospatial Taylor Grazing Act (TGA) district boundaries.

Policy/Action:  The data standards for developing and maintaining the TGA district boundaries in electronic format are found in Attachments 1 and 2 of this IM.  All offices must use these standards when developing, amending, or maintaining electronic TGA district boundary datasets.

Time Frame:  The Taylor Grazing Act District Boundary Data Standard will be effective immediately.  Those states that already have existing digital geospatial data shall have until November 30, 2010 to convert their existing data to the new standard and then provide a copy of that data to the National Operations Center in Denver for inclusion in the national dataset.  For the states that do not currently have any TGA digital geospatial data, the Range program will support collecting source data and generating the required digital geospatial data.

Budget Impact:  The cost of converting the data to the new data standard shall be offset by monies provided through the Geospatial Services Strategic Plan (GSSP) and the Range program.  The static nature of this dataset is such that there should be little effort to maintain it once it has been assembled.  Support for locating the source data to develop an initial digital geospatial dataset will be provided by the Range program.

Background:  The development of the national spatial dataset for pastures and allotments has revealed the need for a spatial dataset showing the TGA district boundaries.  The data from the two datasets can be combined to answer numerous questions about grazing leases and permits, and to better communicate information about Grazing District boundaries to the public.  A team with representatives from field offices, state offices, Washington Office, and the National Operations Center (NOC) was tasked with developing this set of standards.  These standards are now being presented to all field offices and must be used to develop, maintain, or amend electronic datasets of TGA district boundaries.

Manual/Handbook Sections Affected:  None.

Coordination:  Development of these standards was coordinated amongst WO-220, WO-210; representative state planning program leads, State Data Administrators, and GIS coordinators.
