Subject:           National Landscape Conservation System Request for Research Proposals  `                                                                                                                              DD:  11/12/2010

Program Area:  The National Landscape Conservation System (NLCS)

Purpose:  This Directive requests all NLCS units to prepare proposals for scientific research funding.

Policy/Action:  NLCS Monuments, National Conservation Areas, and Similar Designations are requested to complete Budget Planning System (BPS) submissions for consideration.

The NLCS and Science Program provides financial support for science projects that work to answer fundamental science questions within NLCS and for the Bureau of Land Management at large.  This program strives to build natural, cultural, and social scientific knowledge of public land, increase the effectiveness of resource management strategies, foster cooperative conservation, and encourage public interest and ownership in the long-term conservation of America’s landscapes.

Attachment 1 identifies general granting guidelines, eligibility, criteria and format requirements.

Time frame:  Proposals are due in the Washington Office on November 12, 2010.  Submit proposals via BPS.  Proposals will be selected by January 20, 2010.

Budget Impact:  None.
Background:  On May 8, 2008, President George W. Bush signed the Consolidated Natural Resources Act of 2008 (Public Law 110-229) into law.  This Act designated two new NLCS units: the Piedras Blancas Historic Light Station Outstanding Natural Area (California) and the Jupiter Inlet Lighthouse Outstanding Natural Area (Florida, managed by the Eastern States Office).

On March 30, 2009, President Barack Obama signed the Omnibus Public Land Management Act of 2009 (Public Law 111-11) into law.  The Act supports the NLCS Science Program.  This Act legislatively establishing five new NLCS units: Prehistoric Trackways National Monument (New Mexico), Dominguez-Escalante National Conservation Area (Colorado), Fort Stanton-Snowy River Cave National Conservation Area (New Mexico), Red Cliffs National Conservation Area (Utah), and Beaver Dam Wash National Conservation Area (Utah).
