Subject:           Fiscal Year 2010 Implementation of the Geospatial Services Strategic Plan

Program Area:  Geographic Information

Purpose:  This Instruction Memorandum identifies Fiscal Year (FY) 2010 Geospatial Services Strategic Plan (GSSP) priorities and directs the Bureau of Land Management (BLM) National Operations Center, Washington Office Directorates, and the States to accomplish certain work during the fiscal year.

Policy/Action:  The GSSP Priorities for FY 2010 are listed below.

  • Governance —Establish an effective, efficient leadership structure for geospatial services.
  • Business Processes — Ensure BLM programs realize the benefit of integrated geospatial services.
  • Data — Ensure the capability exists for sharing geospatial data within multiple business applications and with external partners. 
  • Applications — Establish and enhance procedures to document, inventory, advertise, and distribute all geospatial tools and services developed within the BLM.
  • Technology — Ensure the BLM has the computing resources and network capacity to support geospatial services.
  • Education —Ensure that all BLM employees have access to the training and support they require to optimize their use of geospatial services.

Each State, Directorate, or Center is expected to participate in the ongoing discussions of the Managing for Excellence Data Subcommittee (MEDS) and Geographic Information Systems (GIS) Managers and contribute to the accomplishment of these priorities.  Specific goals to accomplish these priorities are listed in Attachment 1.  In addition, the FY 2010 GSSP Operations Plan is available for reference (contact Bob Bewley).

Timeframe:  This IM is effective immediately.

Budget Impact:  $2,581,000 dollars have been allocated through the FY 2010 Annual Work Plan to support much of this workload (Attachment 2).  The GSSP implementation funding has primarily been targeted for the States and National Operation Center.  In addition, some offices may need to direct existing personnel and funding to these tasks in order for the BLM to be successful.

Background:  Accomplishing the many priorities we have, including renewable energy, American Recovery and Reinvestment Act implementation, developing and publishing corporate information, requires the BLM to use efficient technologies and effectively manage data.  The work performed and accomplished by the BLM’s Geospatial Community and the (MEDS) of the Field Committee continues to guide our efforts at becoming the most effective and efficient we can be in the collection and management of resource data. 

Manual/Handbook Sections Affected:  None.

Coordination:  In October 2009, the MEDS and GIS Managers met to identify the FY 2010 geospatial priorities for the BLM and develop the FY2010 GSSP Operations Plan.  GSSP implementation has been coordinated with WO-200, WO-300, WO-500, the National Operations Center, and the State Office Geospatial Managers.  The work to complete the FY 2010 national geospatial priorities will be closely coordinated between the Washington Office, National Operations Center, and States, largely through the MEDS and GIS Managers.

It cannot be overemphasized that commitments to complete assignments must be honored at all levels of the BLM for implementation of the GSSP to be successful.
