Subject: National Landscape Conservation System Boundary and Acreage Data

Program Areas: National Landscape Conservation System (NLCS), including National Monuments, National Conservation Areas and similar designations, Wilderness, Wilderness Study Areas, Wild and Scenic Rivers, and National Scenic and Historic Trails

Purpose: The purpose of this Instruction Memorandum (IM) is to verify that the geospatial data and public lands statistics held by the Washington Office are the most accurate available information. Where discrepancies exist or where information is missing, this IM seeks new data from State Offices.

Policy/Action: Please send the following data: a geospatial file depicting the boundary of Piedras Blancas Outstanding Natural Area (California only); geospatial files depicting the conservation lands adjacent to Wild and Scenic Rivers (one file per state); geospatial files depicting current Wilderness Study Areas and excluding previous WSAs that have since been released (one file per state.) Please email all GIS data to leonard_gore@blm.gov.

Update tables for the annual Bureau of Land Managements (BLM) Performance and Accountability Report. (Instructions and eight designation tables attached.) Please email tables to bonnie_winslow@blm.gov.

Timeframe: This IM is effective upon receipt. Data should be submitted within 2 weeks of the date of issuance of the IM.

Budget Impact: Application of this IM will have minimal effect on the budget. Funding from the American Recovery and Reinvestment Act of 2009 is available for improving the geospatial data of the NLCS.

Background: Data on NLCS units are needed for a variety of projects including development of a comprehensive NLCS map. But some geospatial data layers have not incorporated recent legislative changes. Currently, there is greater urgency to update and improve the BLM’s geospatial data due to the interest in renewable energy and the need to respond to the Omnibus Public Lands Act of 2009 (PL 111-11). Additionally, data are required for updating the National Public Lands Statistics Report. While estimates have been used in previous years, we seek to improve the precision of these statistics through data from State Offices.
