Subject: Tribalco Services Contract

Program Area: Land Mobile Radio Communications (LMR)

Purpose: This Information Memorandum establishes policy and procedures for procuring services using State or National Radio Communications Division (NRCD) funds to contract services from Tribalco LLC. The NRCD contracted Tribalco to provide a national LMR Strike Team for the Bureau of Land Management (BLM) that includes technical and engineering services. To sustain the radio systems, the contractor will provide technical support to state organizations to maintain or restore radio services. Strike Team services are intended to supplement and align with current LMR efforts to include new construction, radio system equipment replacement and programming, and other services to maintain state radio systems.

This policy does not include Centers or the Remote Automated Weather Station (RAWS) program.

Policy/Action: Tribalco services may be either State or NRCD funded. When they are State funded, an approved Financial and Business Management System purchase request and a completed NRCD task order submission form is needed (see attachment 1). When projects are funded by the NRCD, only the Task Order Submission form is necessary.

Time Frame: This policy is effective upon receipt.

Background: The NRCD receives limited funding to provide a strike team type service for the states. These services are primarily intended to resolve radio service emergencies and conduct radio site/system repairs. This support will align and augment the state radio support staff. The support will be coordinated between NRCD and the State Radio Program lead. The NRCD will invest $150,000.00 per year for contracted services to correct short falls in the National Radio Program or state radio programs. The funds are available immediately for emergencies.

Budget Impact: $150,000.00 per year.
