Subject:           National Monument and National Conservation Area Annual Reports     DD: 11/25/2008

Program Area: National Monuments and National Conservations Areas

Purpose: To request that State Directors submit to WO-171 an FY 2008 Annual Report for each National Monument, National Conservation Area, and similarly designated area.  It is important that lands falling under the National Monuments and National Conservation Areas (NM/NCA) program report annually on their accomplishments, trends, status, and challenges.

Policy/Action: National Monument, National Conservation Area, Outstanding Natural Area, Cooperative Management and Protection Area, and Forest Reserve (collectively, NM/NCAs) Managers shall complete an Annual Report for their unit for fiscal year 2008 using the attachments to this IM.

Time Frame: Each NM/NCA manager should complete an FY 2008 Annual Report and send to their State Office NLCS lead in time for the State Office NLCS lead to review and send it to the Washington Office NM/NCA (WO-171) program lead.  Annual Reports are due to WO-171 by 11/25/2008.

Budget Impact: Negligible.

Background: The Washington Office (WO) requested Annual Reports from NM/NCA managers in 2006 and 2007.  These reports have been vital to the WO’s understanding of NM/NCAs.  WO staff use these reports when developing budgets and guidance, briefing the various levels of the organization, and creating a more cohesive sense of NLCS priorities. The reports allow WO staff to have relevant, accurate, on-hand information about each unit, which reduces the need for and occurrence of other data calls.  The reports will be posted on the NLCS website and available to the public.  The most recent General Management Evaluations for the NLCS cited these reports as positive and useful to achieving the BLM’s mission.

These reports should convey a summary of current status and BLM accomplishments as of the end of the fiscal year.  The audiences for the reports are both internal and external.

Manual/Handbook Sections Affected: None.

Coordination: Preparation of this IM was coordinated with state and field offices by way of email, telephone, and conference call conversations.
