Subject: Assignment of Subject Code 5512 - Subsistence Use of Forest Products in Alaska
Program Areas: Records Management and Forests and Woodlands Management
Purpose: This Instruction Memorandum establishes subject code 5512 for filing all documents and information pertaining to Subsistence Use of Forest Products in Alaska.
Policy/Action: Information pertaining to Subsistence Use of Forest Products in Alaska must be filed under subject code 5512. This subject code does not link to 43 CFR.
Timeframe: This policy is effective upon the date of issuance.
Background: The IRM Governance Division received a request from the Alaska State Office to initiate a subject code for the creation, maintenance and disposition for all documents relating to subsistence use of forest products in Alaska. The objective of the subsistence segment of the Non-sale Disposal Program is to provide materials free of charge to qualified individuals. Forest products from the Bureau of Land Management managed lands are sold at fair market value with few exceptions. One exception is subsistence use in Alaska. In order for rural Alaskans to continue their subsistence way of life, Congress included the following wording in the Alaska National Interest Lands Conservation Act §802(2): “Non-wasteful subsistence uses of fish and wildlife and other renewable resources shall be the priority consumptive uses of all such resources on the public lands of Alaska.â€ÂÂÂ
