Subject: Fiscal Year 2016 State Fire and Aviation Preparedness Review
As required by the Bureau of Land Management (BLM) policy, a state fire program preparedness review will be conducted in Utah from June 5, 2016 to June 12, 2016. The review assesses fire programs for compliance with established standards stated in the Interagency Standards for Fire and Fire Aviation Operations and other pertinent policy documents. Reviews identify organizational, operational, procedural, personnel or equipment deficiencies and recommend specific corrective actions. Review information is located online at the “Preparedness Review Guide.”
The 2016 review will assess fire program readiness in all four Districts and the Great Basin Coordination Center (GBCC). The schedule for the review will be:

Reviews are conducted by employees from throughout Utah. This ensures a quality review and provides an opportunity for BLM Utah personnel to learn, share information and improve professionally. Review team members must be available for the duration of the review, or as long as required. Team members may be required to work and travel on weekends and evenings.
Funding for travel, per diem and overtime costs will be provided by Utah State Office. Team members for 2016 will be:

The review will conclude with a final close out to the Utah State Director, all Districts, and GBCC via VTC on June 14, 2016. Districts and GBCC will receive their final report by June 20, 2016. The final report includes:
- Cover letter – State Director to District Manager / Center Manager.
- Commendations - recognize exemplary individual achievement.
- Findings - identify specific fire program deficiencies.
- Discussion - elaborate on specific findings, if necessary.
- Recommendations - recommend specific corrective action.
- The State Fire Management Officer, requests a written action plan in response to the report recommendations.
The State Office will request that District and GACC level response are returned in written form within 30 days of the issuance of the final report. For each recommendation, the action plan should provide: 1) proposed corrective action, 2) name of individual responsible, and 3) the due date for proposed action. The State Office staff will assist you and your fire staff to ensure that action items are completed.
