Subject: Plan Area Boundaries Spatial Data Standard Revision
This information bulletin announces the availability of a newly revised Oregon/Washington spatial data standard for Plan Area Boundaries. The data standard defines how this type of data is to be captured in a geographic information system (geodatabase), defines attributes used, and defines coding schemes (domains). The Plan Area Boundaries lines and polygons have been added to the corporate spatial data editing system. The data can now be edited by approved field personnel following established procedures. This data is also available for display and analytical purposes by all users.
This data standard is to be followed for all Planning Area geospatial data. These are boundaries established for various Land Use Planning activities including Resource Management Plans, Resource Management Plan Amendments, and Activity Plans (where activity plans are defined as being strategic plans that are multi-year in time frame and usually involve multiple actions over time). This revision also includes historic plan boundaries (those that have been replaced or are no longer in use). To see the full data standard, go to: blm.gov/or/datamanagement/files/LUP_Revised_Data_Standard.pdf.
The original data standard for Plan Area Boundaries has been in place for about three and half years. Experience using that standard helped identify some areas where improvements could be made. In addition, a national standard for planning boundaries has been issued and some of the changes in this standard were done to be in compliance with that standard.
This standard was reviewed by State Office and field Planning and Geographic Information System (GIS) Specialists. To see comments and responses, contact Stan Frazier, at 503-808-6009, or sfrazier@blm.gov. The State and Bureau Privacy Officers were consulted and no privacy concerns were found. The only attribute withheld from internal publication or public web versions of this data is VERSION_NAME (because it has no meaning outside the internal BLM editing environment).
Any questions or comments about this standard can be directed either to Leslie Frewing, State Data Steward for Land Use Planning, at 503-808-6086; Arthur Miller, GIS Technical Support, at 503-808-6113; or Stanley Frazier, State Data Administrator, at 503-808-6009.
Districts with Unions are reminded to notify their unions of this information bulletin and satisfy any bargaining obligations before implementation. Your servicing Human Resources Office or Labor Relations Specialist can provide you with assistance in this matter.
