Information Bulletin:

This Information Bulletin (IB) announces the availability of the revised Bureau of Land Management (BLM) Form 2930-1, Special Recreation Permit Application, and Form 2930-2, Special Recreation Permit.

On June 18, 2024, the U.S. Court of Appeals for the Tenth Circuit lifted an injunction that had temporarily halted the enforcement of Executive Order 14026 (Increasing the Minimum Wage for Federal Contractors) and its implementing regulations for specific federal contracts, such as those involving commercial outfitters and guides operating on public lands through Special Recreation Permits (SRP). As a result, Executive Order 14026 and its implementing regulations now apply to SRPs involving commercial outfitters and guides operating on public lands. To comply with the minimum wage requirements of the EO and applicable regulations, a new General Term and Permit Stipulation has been added to BLM forms 2930-1 (SRP Application) and 2930-2 (SRP) for all SRPs entered into, renewed, or extended on or after August 17, 2024.

BLM Form 2930-1 is a publicly available application form, and BLM Form 2930-2 is an internal form constituting the actual permit signed by an authorized officer. Please replace previous editions of both forms with the revised versions.

The BLM Form 2930-1 is effective through the expiration date on the form (attachment 1) and is available as a fillable PDF form on the BLM’s external webpage at Form 2930-1.

The BLM Form 2930-2 is effective through the expiration date on the form (attachment 2) and is available on the BLM’s internal SRP SharePoint page.

The revised Form 2930-1 replaces Appendix B-4 of BLM Handbook H-2930-1 (Rel. 2-300).

The revision of BLM Forms 2930-1 and 2930-2 was coordinated with the Regulatory Affairs Division (HQ630) and reviewed by the Office of the Solicitor.
