Subject:           Announcing the National Mitigation and Conservation Account Memorandum of Agreement between the Bureau of Land Management and the National Fish and Wildlife Foundation                                            

This Information Bulletin announces the availability of a Memorandum of Agreement (MOA) between the Bureau of Land Management (BLM) and the National Fish and Wildlife Foundation (NFWF) that was executed by the parties on March 15, 2022. The BLM NFWF National Mitigation and Conservation Account MOA (Attachment 1) was developed to facilitate effective implementation of mitigation activities for fish, wildlife, plants, and their habitats, and other natural resources relating to BLM authorizations to use the public lands. The MOA allows NFWF to establish a financial account (the “National Mitigation and Conservation Account” or “NMC Account”) under which Sub-Accounts for various resources may be established if requested by a BLM office and a permittee chooses to use the account by submitting a Deposit Document (Attachment 2) prepared by the BLM in accordance with the instructions in the MOA. The term permittee refers to any project proponent that has a valid permit, right-of-way grant, lease, or other land use authorization from the BLM.
