Subject:           Addendum to BLM and U.S. Fish and Wildlife Memorandum of Understanding To Promote the Conservation of Migratory Birds                                               

This Information Bulletin (IB) transmits an addendum to a Memorandum of Understanding (MOU) between BLM and U.S. Fish and Wildlife Service (USFWS) in support of conservation of migratory birds (Attachment 1 and 2). The purpose of the MOU is to strengthen bird conservation beyond current compliance with the Migratory Bird Treaty Act (MBTA) and Bald and Golden Eagle Protection Act (BGEPA) by identifying and implementing strategies that promote conservation and avoid or minimize adverse impacts on migratory birds through enhanced collaboration with USFWS.

The MOU is pursuant to the Executive Order 13186, 66 Fed. Reg. 3853, (January 17, 2001), entitled “Responsibilities of Federal agencies to protect Migratory Bird Populations”.  Executive Order 13186 directs agencies to take actions to further implement migratory bird conventions, the MBTA, the BGEPA and other pertinent statutes. The MOU was originally signed in 2010, extended in 2015, and expired in 2017. This addendum extends the MOU for an additional five years from the date it was signed, February 15, 2022.
