Subject: West-Wide Energy Corridor Guidebook
This Information Bulletin (IB) alerts agency management and staff to the public availability of the West-Wide Energy Corridor Guidebook (Guidebook). The Guidebook describes the Bureau of Land Management (BLM) policies, requirements, and best practices for authorizing and developing oil, gas, and hydrogen pipelines and electricity transmission and distribution projects within energy corridors designated in accordance with Section 368(a) of the Energy Policy Act of 2005 (43 U.S.C. 13201 et seq.) (Section 368 corridors). The Guidebook does not create or modify any BLM policies.
The Guidebook provides agency staff a one-stop-shop source for comprehensive information about the unique management requirements of processing right-of-way (ROW) applications within the Section 368 corridors. In addition, the Guidebook is designed to serve as a clearinghouse for interagency operating procedures (IOP) that are revised, deleted, or added through subsequent agency collaboration, environmental review and decision-making. It also provides the public the opportunity to gain an understanding of the agency process, requirements, and advantages of applying for ROW and developing energy projects within Section 368 corridors.
