The following information is requested to collect data for Fiscal Year (FY) 2019 Rangeland Inventory Monitoring and Evaluation (RIME) Report.
The RIME report must be completed according to the policy contained in the Bureau of Land Management (BLM) Handbook H-4400-1 (Release 4-98 and 4-100), the BLM Handbook H-4180-1 (Release 4-107, dated January 19, 2001).
The RIME report contains the following five tables:
- Table 1 – Cumulative monitored Rangeland Trend
- Table 2 – Allotment resource management plan categorization.
- Table 3 – Monitoring of grazing allotments.
- Table 4 – Allotment Management Plans (AMP) or Other Applicable Activity Plans Intended to Serve as the Functional Equivalent of Allotment Management Plans.
- Table 5 – Standards for Rangeland Health
- Table 5A – Current Year Rangeland Health Accomplishments.
- Table 5B – Cumulative Rangeland Health Accomplishments.
Tables 2 and 4 of the RIME Report will be populated using data from the Rangeland Administration System (RAS).
State and field offices should complete Tables 1, 3, and 5 (note that Table 5 contains sections A, B, C, D and E) in Attachment 1, for inclusion in the final FY 2019 RIME report. In addition, allotment-level information should be provided in Attachment 2 for allotments in which land health evaluations and/or determinations were completed during FY 2019. The information requested in Table 2 assists with record keeping and data quality assurance.
State Rangeland Management Program Leads or State Inventory and Monitoring Leads should consolidate the field office data into the RIME Report Tables in Attachment 1 and the 2019 evaluation and determination information in Attachment 2 and email the completed tables to Nika Lepak at dlepak@blm.gov.
The due date for state submissions is October 15, 2020.
If you have questions regarding this request for information, contact Nika Lepak, Rangeland Ecologist, Division of Resource Services, National Operations Center, at dlepak@blm.gov; or Jessica Phillips, Rangeland Management Specialist, Division of Forest, Rangeland, Riparian, and Plant Conservation, WO-220, at jmphillips@blm.gov.
