This Instruction Bulletin (IB) is a call for project proposals for the Fiscal Year 2019 Bureau of Land Management (BLM) Experienced Services Program (ESP). The purpose of this IB is to solicit project proposals, and provide guidance and instruction for submitting project proposals.

The BLM Experienced Services Program is authorized under the Consolidated Appropriations Act, 2018: Public Law 115-141, Section 115.  It is a cost-effective human capital tool designed to obtain the services of experienced workers age 55 and older on a temporary basis through a cooperative agreement to assist the BLM in reaching its priorities. The BLM has partnered with a qualified nonprofit organization to assist BLM in establishing and administering the WO Bureau-wide program to complete priority work throughout the Bureau. 

Those interested in having a project considered for the BLM FY2019 ESP Program are required to complete the following:

  1. ESP Statement of Work, including scope of work to be completed.  The Statement of Work can cover multiple positions.
  2. ESP Enrollee Position Description and Tasks, including qualifications required.
  3. BLM ESP Cost Estimate Worksheet, which is an Excel form found on the BLM ESP SharePoint site: https://blmspace.blm.doi.net/blm/sites/blmesp/SitePages/Home.aspx.
  4. BLM ESP Compliance Certification.

All project proposals must be submitted utilizing the BLM ESP Program forms found in the attached templates (see attachments). All project proposals must be submitted via email to Cory Kilgore (ckilgore@blm.gov) no later than August 9, 2019.

Projects will be rated on the following criteria:

  • Advances the Secretary’s priorities
  • Addresses Bureau priorities or a critical need (e.g. fire/fuels reduction)
  • Ability to fund project

States that had projects approved as part of the Washington Office ESP Pilot may continue the projects as long as: 1) the original project has not been discontinued; 2) the State provides funding to continue utilizing the program; 3) any cost estimates are updated appropriately; and (4) the National ESP Program Officer is notified. 

States are expected to provide funding to utilize this program. For FY19, up to $1,000,000 may be awarded under the master cooperative agreement for individual projects. Under the master agreement, overall funding cannot exceed $5,000,000 over a three-year period.

Once projects are approved, ESP “coordinators” will be contacted regarding next steps. A BLM ESP coordinator should be identified to use the program. The ESP coordinator works with their Grants Management Officers to track all task orders for their Field, District, State, Center or Directorate Office and report them to the National ESP Project Officer.

A set of Standard Operating Procedures have been developed as a guide to carry out the ESP within the BLM. They serve as a user friendly, dynamic set of best management practices that will be updated as needed.
