Subject:           Mineral Materials Contract Price Updates and Production Verification

All Field Officials are reminded to fully implement the policy and procedures in the Mineral Material Fair Market Value (FMV) Evaluation Manual MS-3630 and Handbook H-3630-1.  This includes reviewing unit values of mineral materials in existing contracts and permits every two years and, where appropriate, updating the prices; and performing, documenting and reporting production verification in accordance with Instruction Memorandum No. 2015-147: Mineral Materials Production Verification Frequency and Reporting Policy.  All of the above actions must be documented in case files and the LR2000/ALIS and PMDS databases.

As part of the Office of Inspector General Audit C-IN-BLM-0002-2012 Recommendations for the mineral materials program, the BLM has committed to implementing and monitoring compliance with this guidance.
