The Bureau of Land Management revised Manual Section 1626, Travel and Transportation Management is now available online.

Since the release of the first Manual Section 1626, Travel and Transportation Management in 2011, the requirements and best management practices of comprehensive travel and transportation management (TTM) planning have evolved.  Originally, field offices were instructed to either do implementation-level TTM planning concurrently with a resource management plan (RMP) revision or within 5 years of completing an RMP revision regardless of the size of the planning area.  As most field office planning areas involve in excess of a million acres, the number of specific travel routes that need to be evaluated as part of the implementation-level TTM planning process often run into the thousands or, in some cases, tens of thousands of miles.

As a result, under the revised TTM guidance, field offices are 1) discouraged from doing implementation-level TTM planning concurrently with the RMP revision, and 2) encouraged to divide the planning area into sub-units that allow TTM planning to be done in high priority areas first and reduce the scale of each TTM planning effort.

The revised TTM Manual Section also clarifies TTM guidance based on feedback from the field received during the delivery of numerous TTM training courses and from the formal review of the document that was undertaken in early 2015.  In addition, the revision includes requirements related to the Federal Lands Transportation Program administered by the Federal Highway Administration.
