Subject:           Transforming Collaborative Action and Dispute Resolution in the BLM:  A Strategic Plan

This Informational Bulletin (IB) announces the availability of the BLM Collaborative Action and Dispute Resolution Program (BLM CADR) Strategic Plan. The BLM CADR Program provides leadership, guidance, and assistance in collaborative implementation of the BLM’s multiple-use mission.  The BLM CADR envisions a future where the BLM is trusted and produces sustainable decisions by effectively engaging others in the stewardship of public lands and working collaboratively to prevent, manage, and resolve conflict at the lowest possible levels.

The plan outlines a series of strategies and actions that will:

  • Champion a Collaborative Culture
  • Create Common Understanding
  • Build Collaborative Capacity
  • Foster Accountability and Assess Outcomes

The BLM experiences vast challenges managing public lands.  The BLM CADR strategic plan seeks to meet these challenges by promoting practical field-level solutions to the needs identified in employee surveys. Training, mentoring, third-party facilitation, and a peer network for supporting landscape-scale efforts will play significantly in our efforts to develop a broader base of collaborative practices and skills.

The BLM CADR Program is implementing several strategies and actions contained in the plan, such as providing peer-to-peer learning opportunities via the Collaborative Action Webinar Series (recordings available at the BLM Knowledge Resource Center). The strategic plan is effective for the foreseeable future.  The BLM CADR Program will utilize its framework to develop priorities and implementation actions annually and periodically evaluate whether strategic goals are being met.

The BLM extends a sincere thank you to all that assisted with the development of the BLM-CADR plan.  Especially to the more than three thousand BLM employees and managers who participated in the needs assessment surveys conducted in 2013 and 2014; the strategic plan drew substantially from this input.   If additional information is needed, please contact Skye Sieber, (Acting) BLM CADR Program Lead at (202) 912-7286 or ssieber@blm.gov.
