UNITED STATES DEPARTMENT OF THE INTERIORBUREAU OF LAND MANAGEMENTWashington, D.C.  20240http://www.blm.govFebruary 22, 2013In Reply Refer To:1114 (420) P  EMS TRANSMISSION 02/27/2013Information Bulletin No. 2013-042To:                   All Field Office OfficialsFrom:               Assistant Director, Office of National Landscape Conservation System and Community PartnershipsSubject:           Basic Volunteer Administration Trainings for 2013                                                                 We are pleased to announce the availability of the Basic Volunteer Administration (BVA) training, a one and a half day course designed to provide the basic knowledge, skills and tools needed to administer a successful volunteer program at the state and field office levels.  Attendees will learn how to execute forms and prepare documentation, apply procedural rules and regulations, promote the program, recruit and manage volunteers, report program achievements and maintain records, and create volunteer position descriptions.  The BLM Volunteer Program National Strategy 2004 underscores the importance of training for volunteer coordinators, managers and staff who work with volunteers.  Goal 3, Objective 1 specifically addresses the Basic Volunteer Administration course.The course will be offered at four sites in FY2013:

  • Roswell, New Mexico: March 6-7, 2013 (Chris Brown, contact)
  • Palm Springs, California: April 16-17, 2013 (Joshua Hammari, contact)
  • Casper, Wyoming: April 23-24, 2013 (Lesly Smith, contact)
  • Billings, Montana: April 25-26, 2013 (Ann Boucher, contact)

All four sessions of the BVA course 1100-02 are listed online at the National Training Center (NTC) DOI LEARN catalog’s website at http://www.doi.gov/doilearn .Please register by logging into DOI LEARN with user name and password.  The class can be found by typing Basic Volunteer Administration into the course catalog search box, then clicking on the Basic Volunteer Administration link.  The applicant’s supervisor will receive an automated email from the system indicating that the applicant has requested the class.Once the applicant’s request has been approved, s/he must log back into DOI LEARN, search the catalog for the Basic Volunteer Administration course again, and select the preferred class.  At that point, the applicant will be enrolled in the class.All of these steps must be completed before an individual is fully enrolled in the class.  If assistance with the system is required, applicants can call the DOI LEARN Government Support Help Desk at 866-466-1998.  For specific questions about this course, applicants may request NTC assistance by contacting David Oaks at dcoaks@blm.gov or 602-906-5538.Non-DOI applicants should visit the DOI LEARN portal at http://www.doi.gov/doilearn/nondoi_learners.cfm  and review the procedures for External, Non-DOI customers.  The applicant will need to establish a DOI LEARN external account.  Once that is accomplished, s/he should use the Public Catalog to request the course.  Applicants should contact NTC using the same contact information for David Oaks listed above if there are any difficulties with registration or enrollment.There is no registration fee for the BVA course for DOI employees, but participants are expected to cover their own travel costs to and from the training location.  External, Non-DOI applicants will not be subject to registration fees but must be associated with a nonprofit partner group working directly with the BLM.This highly effective course will be taught by seasoned volunteer coordinators from throughout the Bureau.  Volunteer coordinators, resource specialists, and field managers who are interested in working with volunteers are strongly encouraged to attend this excellent nuts and bolts course on volunteer administration at the BLM.  Persons newly assigned to oversee volunteer projects or programs at the BLM should take this course within six months of receiving such an assignment.Signed by:                                                       Authenticated by:Carl Rountree                                                  Robert M.
