The purpose of this Instruction Memorandum (IM) is to request copies of all Individual Development Plans (IDP) for employees who were erroneously placed or frozen in GS-401 Fire Management Specialist (FMS) positions, and for employees who have been identified as transition employees in GS-455 or 462 positions. The latter categories of employees are those who are scheduled to be converted to GS-401 FMS positions on or before October 1, 2010, in accordance with the Interagency Fire Program Management (IFPM) Implementation Plan.

On August 15, 2008, the Associate Deputy Secretary issued a memo requiring that all categories of employees (as identified above) must have IDPs developed and in place that addressed meeting the Office of Personnel Management (OPM) positive education requirement for their position. In BLM Instruction Memorandum (IM) #2009-038 dated December 12, 2008, this requirement was reiterated, and managers and supervisors were required to establish IDPs within 30 days for employees. Just recently, we have been asked by the Department to provide copies of the completed and approved IDPs.

Please submit copies of these IDPs to Gloria Banks, Washington Office at Mailstop 5613, on or before February 20, 2009. At a minimum, IDPS must be signed by the manager or supervisor and by the affected employee. Please feel free to update the information where applicable with completed coursework dates.
