Investments and Enhancements to Existing Investments for FY 2011

This Information Bulletin (IB) provides information and a due date for submitting Mission Needs Statements (MNS) to the Information Technology Investment Board (ITIB) for Fiscal_Year 2011 funding considerations.

Mission Needs Statements are required for all new IT investments, enhancements/modifications exceeding $100,000 annually beyond operations, and maintenance activities for existing national IT system/investments. Guidance for completing a MNS is included in Attachment 1, BLM Mission Needs Statement Template.

In order for a new investment to be considered, a MNS must be submitted to the ITIB through the Division of Investment Management (WO-550) by November 21, 2008. If approved, an Exhibit 300 for full funding consideration must be submitted to the ITIB in the spring of 2009.
