Information Bulletin No. 2009-007

To:                  All Field Officials

            Attn:  Recreation Planners

From:              Division Chief, Recreation and Visitor Services

Subject:          Fee Waivers for Standard Amenity Fees on Veterans Day – November 11, 2008

On September 8, 2006, Department of the Interior Secretary, Dirk Kempthorne and Department of Agriculture Secretary, Mike Johanns announced that, beginning Veterans Day, November 11, 2006, all United States (U.S.) military veterans and current members of the U.S. Armed Forces and their families will be admitted free-of-charge on Veterans Day to public lands managed by both the Department of the Interior and the Department of Agriculture.

The Veterans Day waiver only applies to November 11, regardless of the day of the week.  For example, if November 11 falls on a Sunday and the Federal holiday is Monday, November 12, the fee-free day remains November 11.

The fee-free requirement only applies to standard amenity fees, though other fees may be waived if the field office manager deems it appropriate.  For accountability purposes and data collection, a zero-value receipt equivalent to a one-day pass may be issued to those visitors whose fee is waived.

When granting a fee waiver on November 11, fee collectors should include all those who claim eligibility in order to ensure positive customer relationships and service and efficient operations. Documentation is not required and fee collection personnel should not question any visitor’s claim of connection to the military.
