Subject: Supplement to WO IM No. 2019-020, Reporting of Undesirable Events
Program Area: Fluid Minerals
Purpose: This Instruction Memorandum (IM) supplements information contained in WO IM No. 2019-020 regarding immediate reporting requirements for all Major Undesirable Events (MUE) by the Bakersfield Field Office to the Bureau of Land Management (BLM) Washington Office and the California State Office.
Policy/Action: As required in Attachment 3 of WO IM No. 2019-020 each State Office is to provide to their field offices the positions of specific State Office contacts to be notified for purposes of reporting MUEs. These positions will be included in and become a part of Contact Lists A and B of Attachment 3 to WO IM No. 2019-020.
The following positions in the California State Office, the CenCal District Office, and the Bakersfield Field Office must be notified per the instructions in Attachment 3 to the WO IM:

Background: BLM’s NTL-3A defines an MUE and WO IM 2019-020 provides guidance for implementing NTL-3A, including operator reporting requirements for such events occurring on public lands and notification by field offices to the Washington Office and State Offices. Because these events may be potentially serious and affect public health and safety, production accountability, and the environment it is necessary that these reporting requirements be fully implemented.
